Hoxie Collective is a social entrepreneurship and employs a dynamic team structure in collaboration with other businesses, non-profit organizations, and higher education institutions both locally and nationally. We are a certified DBE in Missouri, Kansas, and South Dakota as well as a KCMO certified WBE/SLBE. The Collective provides a full range of services, research, and expertise for community and regional planning and design. This teaming business model allows each teaming organization to stay streamlined and support each other in doing comprehensive community-focused work with thought leaders in the areas of expertise needed by the communities we serve.
For example, we have teamed with Substance Architecture, SWT Design (Landscape Architecture), Archineers (High Performance Mechanical, Electrical and Plumbing), and KLJ Civil Engineers on several master planning projects in Rapid City for NDN Collective and Makoce Agriculture. These design projects provide a comprehensive and culturally sensitive approach to landscape and water conservation, renewable energy generation, and architectural design for the unique programs that support their Indigenous community members.
In the Kansas City region we often team with Midwest GeoInfo for GIS and data analytics, as well as other women-owned, and minority-owned small businesses such as Cannonball Development, OBI Insights, Vireo, and Parson+Associates as trusted team members for engagement, research, and planning.
OUR MISSION
Hoxie Collective is a Kansas City, MO-based community planning practice that brings diverse perspectives together and identifies shared aspirations and pathways to grow vibrant communities.
Hoxie Collective focuses on providing affordable strategic planning services that respond directly to each community’s assets and values. This work requires listening intently to diverse stakeholders while using accurate data as well as national and global research and best practices to facilitate informed conversations. We seek actionable solutions that increase the capacity of communities to achieve their vision of vitality. These solutions may include policy, programs, and projects.
The process that Hoxie Collective leads for decision-making and implementation often results in new partnerships between public, private, and philanthropic agencies as well as multi-disciplinary partnerships between agencies of social and cultural services, environmental restoration, and economic development.

OUR PRACTICE
PLANNING
Community planning is a systems-based discipline that connects people with homes, jobs, ways to get around, social and health services, food, culture, faith, and the natural environment. In places that have seen decades of disinvestment, these systemic connections are disrupted and conditions of inequity and poverty prevail. Our planning process considers historic causes and effects, fosters dialogue on reconciliation and healing, focuses on the assets of the community, and seeks out integrated comprehensive solutions to current challenges. We work with the community to create a path of strategies that lead to the community’s preferred future. Every step of this process is designed to increase the capacity and agency of the community while defining opportunities and partnerships for immediate action.
DESIGN
Design is both a process and an outcome. Hoxie Collective places great importance on straightforward visual and verbal communication, as well as processes that are compelling, welcoming, and timely. From the design of an engagement process to the drawings and implementation steps of recommended strategies, we pay attention to the details. The community plans that we steward are designed around the commonly held values of the community so that they are ready to put to use, grow and adapt with each success.
ADVOCACY
Hoxie Collective is a public-spirited practice. In every step of a process, we seek ways to strengthen the capacity and agency of community members, while connecting with additional partners to support the implementation of community plans. Throughout the asset-based Community Planning process we invite elected officials, municipal department heads, business owners, and other stakeholders to learn from the community. The community builds relationships with these community partners and advocates for their plans. These new relationships usually lead to the first steps of implementation, such as minor home repair programs, tax abatement programs, healthy food programs, street and sidewalk repairs, park improvements, and building renovation projects with local rehabbers.
Thank you to the stalwart community organizers who have been mentors to planners and designers everywhere. Experience has taught us how to listen carefully and translate values, aspirations, and assets into holistic strategies that address specific challenges and build capacity in communities. But this practice is based on life-long learning and adaptation to achieve vitality in our changing climate, economies, and political systems. It requires a deep commitment to collaboration and the long-term relationships that result in trusting consensus and action together.
